Charles Rutherford Kelly is a fictitious character featured on the sitcom "It's Always Sunny in Philadelphia," which airs on the FX network. He was one of the five central characters on the show. The character, played by Charlie Day and developed by Rob McElhenney, Glenn Howerton, and Charlie Day, is present in each of the show's 162 segments spanning its entire run of 15 seasons.

Charlie is a co-owner of the program at Paddy's, the Irish Pub, along with his childhood friends Mac and Dennis. Later in the show, Charlie sells his shares of ownership in Paddies. Charlie and the rest of the Gang need a better understanding of history, current events, and geography. Because of this, Charlie will often dodge conversations on these topics entirely to maintain some semblance of dignity.

Charlie is something of a savant despite the other challenges he faces. He has a natural ability as a pianist (in addition to harmonica and saxophone), music composer, playwright, choreographer, hockey player, and tailor, and he is also fluent in Irish. He is also very capable of concocting complex Machiavellian schemes and using those schemes to manipulate other characters to achieve his own goals. In particular, he demonstrates this trait when he seduces and manipulates a beautiful and wealthy girl by the name of Ruby and then insults, rejects, and humiliates her in front of a packed mansion of guests, all for the simple reason that the Waitress finally acknowledged his existence in her life. He does this to humiliate her in front of everyone there. When he was given authority in the bar by Frank in the episode "Mac Bangs Dennis's Mom," he also orchestrated intricate schemes. In this episode, he successfully convinces Dennis to humiliate himself and get into a fight with Mac sexually. He also persuaded Dee to give him favors and assistance in seducing the waitress. His infatuation with the Waitress fuels Charlie's surprising capacity for cruelty and manipulation.
